This section amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to establish a Disaster Assistance Housing Pilot Program. The President will contract with eligible entities (manufacturers, distributors, retailers of manufactured or modular homes, and modular housing producers) to construct temporary housing. Housing constructed under the program must be in the form of a manufactured or modular housing structure with no more than 4 units and be available within 90-120 days of a major disaster declaration. The housing must conform to various construction and safety standards, including those of the National Flood Insurance Program, the National Manufactured Housing Construction and Safety Standards Act, and the International Residential Code. The housing must reflect the needs of the community and provide a minimum level of protection against natural hazards. Housing constructed under the program may have the capacity to become permanent housing and may receive waivers from the Secretary for certain requirements. Guidelines will be established for transferring the housing to affordable housing programs after the disaster declaration terminates. The pilot program will terminate 5 years after the enactment of the Disaster Housing Reform for American Families Act. The President may provide financial assistance to individuals or households affected by a major disaster for closing costs associated with purchasing a residential property.
