The term 'related entity' is defined as any entity related to the hospital by common ownership or control. The Secretary of Health and Human Services must issue rules to implement these amendments within 120 days of the Act's enactment. The Secretary is prohibited from recouping or reducing Medicare payments to hospitals for approved nursing or allied health education program costs that would be allowable after the amendments take effect. Hospitals that had costs recouped during the six years preceding the Act's enactment will receive refunds from the Secretary.
