This section amends Chapter 15 of Title 28, United States Code, by adding Section 336, which establishes documentation requirements for meetings of certain conferences and councils. A 'covered meeting' is defined as a meeting of a conference or council undertaken pursuant to this chapter. The Judicial Conference must publish notice of a covered meeting on its website at least 30 days prior, including date, time, place, and agenda. The Judicial Conference may waive the notice requirement for good cause, and must explain the reason for the waiver on its website. Each covered meeting must provide live audio streaming accessible to the public without charge or registration. The Judicial Conference must maintain an archive of each live audio stream and publish it on its website within 7 days of the meeting. Conferences or councils may resolve into a closed session if publication of the matter is prohibited by law or by a majority vote for sensitive or confidential matters. Prior to resolving into a closed session, the conference or council must state the reason for doing so.
