This section amends the Justice for United States Victims of State Sponsored Terrorism Act to provide an additional lump sum payment to certain eligible claimants. The Special Master must notify eligible claimants of their eligibility and the claim process within 90 days of the enactment of the Justice for United States Victims of State Sponsored Terrorism Act of 2026. The additional payment amount is 5.8573 percent of any judgment described in subsection (c)(2)(A). Payments must be made within 90 days of the Special Master receiving information demonstrating an individual's eligibility. An 'eligible claimant' is an individual who has not received prior payment, meets criteria in subsection (c)(1)(A), has a claim meeting criteria in subsection (c)(2)(A), and is either an eligible claimant under section 405(c)(2) of the Air Transportation Safety and System Stabilization Act or a spouse/dependent as defined in section 104.44 of title 28, Code of Federal Regulations. Funds for these payments are appropriated from amounts in the Treasury not otherwise appropriated.
