The Director is tasked with strengthening public-private partnerships to advance United States interests in standards development. The Director must coordinate with Federal agencies to support private sector stakeholders regarding standards development for emerging technologies.

What does UNITED STATES PARTICIPATION IN ORGANIZATIONS DEVELOPING of USA Act do?

This section requires the Director to provide Congress with a briefing within one year of the Act's enactment regarding opportunities for federal support of industry-led efforts in developing technical standards for artificial intelligence and other critical and emerging technologies. The Director must consult with relevant federal agencies when preparing this briefing. The briefing must include an overview of standards activities, identification of key standards and bodies, and an analysis of where hosting standards meetings in the U.S. would be beneficial. What does PILOT PROGRAM TO SUPPORT STANDARDS MEETINGS FOR ARTIFICIAL of USA Act do?

This section establishes a pilot program to support standards meetings for artificial intelligence and other critical and emerging technologies in the United States. The Director, in coordination with other Federal agencies, will administer the pilot program by awarding grants to eligible entities. Eligible entities include organizations developing standards and specifications for these technologies or entities that host such organizations. Grants may be used for costs related to meeting preparation, venue expenses, and other supporting costs, up to fifty percent of the anticipated meeting cost and a director-established maximum amount. The Director will consider factors such as the entity's involvement of U.S.-based participants, history of successful meetings, and participant base when awarding grants. The Director is required to develop and periodically update guidance for the pilot program, covering areas like eligibility, grant awarding, duration, and priority areas. Congress will receive briefings on the pilot program annually, starting in the third year, including assessments of effectiveness, recipient identification, geographic distribution of attendees, and expense summaries. If deemed feasible and advisable, the Director will develop recommendations for permanent implementation of the pilot program and submit them to Congress within two years of enactment. The pilot program will terminate five years after the date of enactment.
