What does DEPARTMENT OF ADVANCED TECHNOLOGY AND ARTIFICIAL INTELLIGENCE. of Department of Advanced Technology and Artificial Intelligence Act do?

This section establishes the Department of Advanced Technology and Artificial Intelligence (hereafter referred to as the "Department") as an Executive department of the United States. The Secretary of Advanced Technology and Artificial Intelligence, appointed by the President and confirmed by the Senate, will head the Department. The Department's primary mission is to develop a Federal technology and artificial intelligence framework and a strategy for consistent development and implementation of AI standards and policies across federal departments and agencies. The Secretary is tasked with funding research, developing safety standards, establishing incident reporting systems, and creating regulatory frameworks related to artificial intelligence utilization. The Secretary will also develop strategies to promote AI literacy in schools and workforce programs, and to address potential labor displacement. Within 180 days of enactment, the Comptroller General of the United States will submit a report to Congress assessing regulations and programs related to AI, identifying duplication, and recommending improvements. The report to Congress will also include recommendations regarding the Department's functions, leadership, organizational structure, funding needs, and legislative actions to update Federal statutes. The term 'artificial intelligence' is defined as having the meaning given in section 238(g) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019.
