What does PROHIBITION ON FEDERAL EMPLOYEES INTERVENING IN ELECTION of Hands Off Elections Act of 2026 do?

This section prohibits employees of Executive agencies from participating in the administration of an election for Federal office unless specifically authorized by Federal law. Authorized participation includes actions pursuant to the Help America Vote Act of 2002, the National Voter Registration Act of 1993, the Uniformed and Overseas Citizens Absentee Voting Act, or section 1566 of title 10, United States Code. Federal employees may also avoid the prohibition by not participating in election administration in their capacity as an employee of an Executive agency. State chief law enforcement officers may bring civil actions for injunctive relief against violations of this prohibition. Federal employees are permitted to assist with cybersecurity measures to preserve the integrity of voting systems. The term 'Executive agency' is defined as having the meaning given in section 105 of title 5, United States Code, excluding the United States Postal Service.
