What does MENTORSHIP DEMONSTRATION PROGRAM; NATIONAL SCIENCE FOUNDATION of Improving Mentorship in STEM Higher Education Act do?

This section amends Section 10313(a) of the Research and Development, Competition, and Innovation Act to establish a mentorship demonstration program within the National Science Foundation (NSF). The Director of the NSF may award grants to eligible entities to improve mentorship practices for faculty, graduate researchers, and postdoctoral researchers. Eligible entities include institutions of higher education, nonprofit organizations, and consortia. Special consideration will be given to minority-serving institutions, historically Black colleges and universities, Tribal Colleges or Universities, rural-serving institutions, and emerging research institutions. The Director must submit a report to Congressional committees within five years of enactment, assessing the program's effectiveness and proposing a plan for permanent implementation if effective. The program is authorized $5,000,000 for fiscal years 2027 through 2031. This section also amends Section 7009 of the America COMPETES Act to include institutional and agency reporting processes regarding harassment, discrimination, and other forms of misconduct.
