The President is required to impose sanctions on foreign persons determined to be involved in actions undermining democracy or human rights in Hong Kong. Sanctions target individuals involved in coercing, arresting, detaining, or imprisoning individuals under the National Security Law, or responsible for its development or implementation. Sanctions also target those involved in actions that undermine democratic processes, threaten Hong Kong's stability, censor expression, or engage in human rights abuses. Leaders or officials of entities involved in these activities, or those providing support to sanctioned individuals or entities, are also subject to sanctions. The President has broad authority to block property and interests in property of sanctioned foreign persons located in the United States, within U.S. jurisdiction, or controlled by U.S. persons.
