This section requires federal agencies to report communications with platforms regarding censorship of speech. Agencies must submit a report to the Director of the Office of Management and Budget (OMB) within 90 days of enactment, listing instances of communication within the previous 5 years. The report must include details such as the agency sub-agency, employee names, statutory authority (if any), platform name, justification, outcome, and other agencies involved. If an agency has not engaged in such communications, it must submit a certification to OMB. OMB must then submit a report to Congress, including the agency submissions and a summary organized by platform, within 210 days of enactment. The report to Congress must be unclassified. Each agency's Inspector General must review compliance with this Act and report findings to Congress within 210 days of enactment. Agencies found noncompliant must brief the relevant Congressional committees within 60 days of the Inspector General's report.
