Within one year of enactment, an appropriate national security agency must determine if such equipment or services pose an unacceptable risk to national security or U.S. persons. If the agency determines no unacceptable risk, a report must be submitted to congressional committees and other national security agencies. If the agency fails to make a determination within one year, the Commission shall add all covered robotics communications equipment or services to a covered list. If a risk is determined, the Commission places the equipment or service on the covered list and the agency submits a report to congressional committees. The term 'covered robotics communications equipment or service' includes humanoid or quadruped robots and related software produced by a covered foreign entity. A 'covered foreign entity' includes entities headquartered in, or controlled by, a country of concern. The rules in this section do not apply to countries that are not countries of concern, including NATO allies and Major Non-NATO Allies.
