What does OFFICE OF LEGAL ACCESS PROGRAMS. of Know Your Rights Act do?

This section establishes the Office of Legal Access Programs within the Executive Office for Immigration Review. The Attorney General is tasked with developing and administering legal orientation programs to improve the efficiency and cost-effectiveness of immigration proceedings. These programs aim to educate noncitizens about administrative procedures and legal rights. The Attorney General must submit a plan to Congress within 180 days of the Act's enactment, including a schedule to deploy programs for detained persons within one year. Legal orientation programs must be available in English and the five most common languages spoken by detained individuals at each location. The programs will assist noncitizens in making informed decisions regarding their removal and eligibility for relief. Vulnerable noncitizens, including unaccompanied children and those with mental disabilities, will be identified for consideration. The Secretary of Homeland Security, in consultation with the Attorney General, must establish procedures to ensure programs are available within 5 days of arrival into custody. These procedures will inform noncitizens of basic hearing procedures, their rights, and potential legal resources.
