The Secretary of Labor will award competitive grants to three states to establish and administer "State Manufacturing Employment Programs." These State programs will provide grants to manufacturing employers and joint labor-management organizations to offer eligible veterans covered training, on-the-job training, apprenticeships, and training leading to a recognized postsecondary credential. States seeking grants must submit proposals including a public-private partnership program and evidence of an appropriate veteran population, a robust manufacturing industry, and the ability to carry out the program. Grant funds are to be used to reimburse employers and organizations for training costs and to conduct outreach to veterans and employers. Manufacturing employers receiving grants must submit information on veteran pay rates and agree to reporting requirements. Funds cannot be used to train individuals who are not eligible veterans. The Secretary will submit an annual report to Congress detailing program activities, costs, evaluation, and recommendations. Up to 2% of appropriated funds can be used for administrative and reporting costs. The program is authorized $10,000,000 annually from fiscal years 2027 through 2031.
