What does INCLUDING CERTAIN ADDITIONAL SERVICES AS SELF-CARE HOME of Improving Home Dialysis Act of 2026 do?

This section amends Section 1881(b)(9) of the Social Security Act to include staff-assisted home dialysis respite care and renal mental health services as self-care home dialysis support services under the Medicare program, effective January 1, 2028. Staff-assisted home dialysis respite care is defined as dialysis services furnished by qualified personnel to a patient temporarily unable to competently dialyze at home independently. Renal mental health services are defined as services described in 42 C.F.R. section 494.90(a)(6) furnished to a patient dialyzing at home. The section also amends Section 1881(b)(14) to include payment adjustments for staff-assisted home dialysis respite care and renal mental health services. Payment adjustments for staff-assisted home dialysis respite care are set at an amount equal to the 2025 add-on per treatment adjustment for home and self-dialysis training, or 75% of that amount if not in a rural area, up to a maximum of 20 sessions per year. Payment adjustments for renal mental health services are set at 50% (or 25% in non-rural areas) of the 2025 add-on per treatment adjustment, limited to 4 sessions within a 60-day period. These payment adjustments are not to be made in a budget-neutral manner.
