What does STANDARDS FOR ARTIFICIAL INTELLIGENCE SYSTEMS. of Federal Artificial Intelligence Risk Management Act of 2026 do?

This section amends Title LIII of division E of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 to establish standards for artificial intelligence (AI) systems. The Director of the National Institute of Standards and Technology (NIST) is tasked with developing Federal standards and guidelines, including minimum requirements, for AI systems used by agencies or their contractors, excluding national security systems. These standards and guidelines must address risks associated with the trustworthiness of AI systems, authentication, provenance tracking, and labeling of synthetic content, again excluding national security systems. NIST is also required to conduct research and analysis to inform the development of these standards and guidelines. The Director must provide standards consistent with the NIST AI Risk Management Framework and related tools, and recommend training for agencies. The developed standards and guidelines, once deemed ready, will be submitted to the Secretary of Commerce for promulgation. The Director will conduct a gap analysis of existing and forthcoming voluntary technical standards for testing, evaluation, verification, and validation of AI acquisitions and facilitate the development of new standards. The term 'artificial intelligence system' is defined as any system meeting the definition in section 5002 of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021, or a data system operating using such a system.
