This section amends the Omnibus Crime Control and Safe Streets Act of 1968 to add Part PP, authorizing grants to combat opioid trafficking. The COPS Director is authorized to make grants to States, State law enforcement agencies, units of local government, Indian Tribes, multi-jurisdictional task forces, and regional consortia. Eligible entities must submit applications detailing intended fund uses and how activities will meet the part's purpose, along with assurances of data maintenance and compliance. Funds can be used to hire and train law enforcement, establish or expand task forces, procure equipment, or for other activities deemed appropriate by the Attorney General. Grants are for a duration of 1 to 3 years. Not less than 20 percent of funds are reserved for direct grants to Indian Tribes or Tribal law enforcement agencies and multi-jurisdictional task forces. The COPS Director may reserve up to 2 percent for administrative costs. The COPS Director is required to provide technical assistance and may establish training centers. Priority in awarding grants will be given to applicants establishing or expanding multi-jurisdictional task forces or regional consortia. The COPS Director must submit a report to Congress describing the grant program's effectiveness and recommendations for improvement, beginning two years after enactment.
