The rates of tax specified in sections 4081(a)(2)(A) and the Leaking Underground Storage Tank Trust Fund financing rate under section 4081(a)(2)(B) of the Internal Revenue Code of 1986 will be zero during the holiday period. The holiday begins on the date of enactment and lasts for 120 days, potentially extendable by the President for an additional 90 days based on economic conditions. To offset the revenue loss, the Secretary of the Treasury will transfer amounts from the general fund of the Treasury to the Highway Trust Fund and the Leaking Underground Storage Tank Trust Fund. Transfers to the Leaking Underground Storage Tank Trust Fund will be treated as taxes attributable to that fund, while transfers to the Highway Trust Fund will be treated as taxes not attributable to it.
