This section amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) to modify the Brownfields Revitalization Funding provisions. Eligible entities for grants now include 501(c)(6) organizations. The maximum amount of grants and loans for brownfield remediation is increased from $500,000 to $1,000,000 per site. Multipurpose brownfields grants are increased from $1,000,000 to $2,000,000. Grant recipients may use up to 10% of grant or loan funds for demolition activities. Ranking criteria for grants now include redevelopment on former military installations and activities described in the FAST Act. The Administrator is required to provide one noncompetitive grant to a covered entity in each of fiscal years 2028 and 2029 to provide technical assistance to small communities. Audits of the use of federal funds, grants, and loans will occur every two years after the enactment of the Brownfields Revitalization for a Better Tomorrow Act. The matching share requirement is waived if the eligible entity is located in a small community or disadvantaged area.
