This section establishes the "Accelerating Demonstration Approaches for Protecting Transportation Assets Program" to provide grants for demonstration projects that enhance transportation infrastructure resilience to natural hazards. Eligible applicants include metropolitan planning organizations, states, local governments, public transportation agencies, port authorities, and Tribal governments, as well as consortia of these entities. Applicants must submit applications to the Secretary of Transportation, who will consider factors such as addressing recurring damage, providing transportation system benefits, and demonstrating readiness to proceed. Grants may be used for predevelopment activities, capital construction, and implementation activities to protect, elevate, adapt, or relocate transportation assets. The Secretary may enter into multiyear grant agreements for projects with an estimated total cost of at least $500,000,000 (potentially reduced for Tribal applicants, rural regions, or insular areas). The Federal share of project costs may not exceed 80 percent. The Secretary will publish a notice of funding opportunity annually and maintain a public dashboard with project information. An interagency working group will develop a report evaluating the program's outcomes and providing recommendations for scaling it.
