This bill is formally titled the Pathways for Advancement, Transition, and Hiring to the Foreign Service Act, or the PATH to the Foreign Service Act.

What does FOREIGN SERVICE OFFICER CAREER PATHWAY FOR FORMER USAID of PATH to the Foreign Service Act do?

This section establishes a career pathway for former USAID officers seeking positions within the Department of State's Foreign Service. Former USAID Foreign Service members eligible for appointment into the Foreign Service Officer career track will receive a grade and tenure status commensurate with their prior rank, time-in-service, and performance. These former USAID officers are exempt from the Foreign Service Entrance Exam if they previously met entry requirements and served in good standing. Applicants with prior USAID service will receive hiring preference points or equivalent credit in Department of State hiring processes. Prior USAID service will be fully credited toward Foreign Service seniority, time-in-class, retirement eligibility, and other career milestones. The Secretary of State must issue guidance within 180 days of the Act's enactment to ensure uniform implementation. The provisions of this section will expire five years after the Act's enactment.
