The Director of the Office of Management and Budget must review and publish an annual report identifying major rules that substantially increase household costs and recommending amendments or legislative action. The term 'substantially increase' is defined as an increase of $50 or more per year. Households adversely affected by a rule are entitled to judicial review of agency compliance with the new requirements.
