Specific medical facilities are initially designated as Centers of Excellence, including the Seattle VA Medical Center and the James J. Peters VA Medical Center. A Program Leadership team will be established at the Seattle VA Medical Center, responsible for strategic liaison, coordination, and development of a national plan. The Secretary must submit an annual report to Congress detailing program funding, participation, research outcomes, and survival rates. The Secretary may not remove staff or reduce funding from Centers of Excellence until January 1, 2030.
