The Director will develop and periodically update guidance for the pilot program, covering areas like eligibility, grant awarding, duration, and priority areas. Congress will receive briefings on the pilot program's effectiveness, grant recipients, geographic distribution of attendees, and expense summaries annually during the third year and subsequent years. If deemed feasible and advisable, the Director will develop recommendations for a permanent implementation of the pilot program and submit them to Congress within two years of the Act's enactment. The pilot program will terminate five years after the Act's enactment. A total of $5,000,000 is authorized for appropriations to carry out this section for fiscal years 2027 through 2031.
