What does BUILDING UP INFRASTRUCTURE FOR LOCAL CHILD CARE GRANT PROGRAM. of Rural Child Care Access Act do?

This section establishes the Building Up Infrastructure for Local Child Care Grant Program. The Secretary of Health and Human Services is authorized to provide grants to state and local child care facilities in jurisdictions with fewer than 50,000 residents. Grant funds must be used for projects that improve child care provision, provider training/development, provider recruitment/retention, or community engagement. Child care facilities seeking grants must submit an application with a cost estimate and demonstration of financial need. The Secretary must issue guidance within 120 days of enactment and distribute information about the program. Grants are intended to ensure equitable geographic distribution across the United States. The Secretary must report to Congress every two years for six years after enactment, detailing project progress, community impacts, and existing needs. Individual grants cannot exceed $4,000,000. A total of $250,000,000 is authorized for the program over fiscal years 2027 through 2029.
