References to the Committee on Standards of Official Conduct are to be interpreted as references to the Committee on Ethics. Members of the board are limited to serving no more than four 2-year terms. Vacancies on the board must be filled within 60 calendar days. The board can continue operating even if a vacancy isn't filled, unless it has fewer than three members. Members serving terms exceeding the term limit will be removed within 30 days of the Act's enactment. Individuals undergoing preliminary or second-phase reviews by the board have the right to counsel, and invoking this right cannot be held against them. The Office is prohibited from taking actions that would deny any person rights or protections guaranteed by the U.S. Constitution.
