This section amends the Internal Revenue Code of 1986 by adding a new section, 7531, establishing a program for automated partially pre-populated tax returns. The Secretary of the Treasury will create a program allowing taxpayers to download individual income tax forms pre-populated with information reported under chapter 61 and section 232 of the Social Security Act. The program will provide forms in both a printable document file and a computer-readable format suitable for tax preparation software. The Secretary must establish data download standards for tax preparation software by October 31, 2026, and provide a demonstration server. Beginning February 15, 2027, and annually thereafter, the Secretary will provide downloadable 1040, 1040A, and 1040EZ forms. Taxpayers remain responsible for the accuracy and completeness of their tax returns, and must acknowledge this responsibility before downloading forms. The Commissioner of Social Security is required to provide wage and self-employment income information to the Secretary by January 31 of the following calendar year, starting with information for calendar year 2026. Section 6071(b) of the Internal Revenue Code is amended to specify the filing deadline for information returns. Section 205(c)(2)(A) of the Social Security Act is amended to require the Commissioner to receive wage and self-employment income information by January 31 of the year following the calendar year to which such information relates. The amendments apply to returns for taxable years beginning after December 31, 2025.
