What does REGIONAL MANAGEMENT FRAMEWORKS FOR TAKE OF DOUBLE-CRESTED of Responsible Cormorant Management and Control Act of 2026 do?

This section directs the Secretary of the Interior to develop regional management frameworks for the take of double-crested cormorants, in coordination with Regional Flyway Councils. These frameworks must ensure the breeding population of double-crested cormorants is maintained at a sustainable level, in accordance with the Migratory Bird Treaty Act. The frameworks will specify allowed methods and time periods of take, and identify entities authorized to take the birds, including State and Tribal agencies, licensed hunters, lake managers, and pond managers. Management actions must account for the effects of an overabundant population of double-crested cormorants on fisheries, vegetation, migratory birds, human health, water quality, and threatened/endangered species. The Secretary must identify management actions within National Wildlife Refuge System units to meet management objectives. Population surveys of double-crested cormorants are required every 5 years. Each regional management framework must be reviewed and updated every 5 years, incorporating the results of the most recent population survey.
