Eligible entities, such as units of local government or public housing agencies, must submit applications detailing existing and proposed zoning reforms to facilitate housing development. Priority for grant awards will be given to entities demonstrating increased workforce and affordable housing through regulatory barrier removal or streamlining. The Secretary aims to provide grants to entities in a variety of geographic areas (urban, suburban, and rural). Grant funds can be used for converting commercial space, developing/rehabilitating housing, technical assistance, and acquiring properties for workforce and affordable housing. At least 30% of units created or improved with grant funds must be designated as affordable housing. Each workforce or affordable housing unit must remain as such for at least 5 years. The Secretary will provide technical assistance to grant recipients and conduct a study examining the program's impact on housing timelines and unit numbers. The Secretary of the Treasury will transfer 10% of available COVID funds to the Secretary of Housing and Urban Development to support the program. Eligible entities must demonstrate workforce expansion due to federal investments (Infrastructure Investment and Jobs Act or CHIPS and Science Act) and a housing supply shortage.
