What does BONNEVILLE POWER ADMINISTRATOR COMPENSATION. of Bonneville Power Leadership Recruitment Act do?

This section concerns the compensation of the Administrator of the Bonneville Power Administration and other employees. Beginning six months after the Act's enactment, the Administrator's annual basic pay will be set by the Secretary of Energy to be comparable to chief executives of consumer-owned utilities in the Western Interconnection. The Secretary will also determine the annual basic pay for Bonneville Power Administration employees, including Senior Executive Service members, based on comparability to similar positions at consumer-owned utilities in the Western Interconnection. The Secretary's determination will be based on an annual survey of prevailing compensation and must be consistent with the Administrator's budget, promote diversified electric power use at low rates, and consider experience, vision, intelligence, and accountability. Employee pay will consider education, experience, responsibility, geographic differences, and retention/recruitment needs. The total compensation of the Administrator and employees should be comparable to and competitive with similar positions at consumer-owned utilities in the Western Interconnection. Section 5316 of title 5, United States Code, is amended to remove the reference to the Bonneville Power Administration being within the Department of the Interior.
