What does TREATMENT OF TAX RETURN PREPARERS AS VOTER REGISTRATION of Filer Voter Act do?

This section amends the National Voter Registration Act of 1993 to treat tax return preparers as voter registration agencies. Tax return preparers can meet requirements by displaying voter registration forms in their offices or providing hyperlinks to online forms. Certain requirements applicable to voter registration agencies, such as transmittal deadlines and form provision, are waived for tax return preparers. The definition of 'tax return preparer' includes those described in section 7701(a)(36) of the Internal Revenue Code, with exceptions for those preparing fewer than 100 individual tax returns. The Election Assistance Commission will promulgate regulations to carry out this subsection, in consultation with the Secretary of the Treasury. The amendment applies to taxable years occurring after December 2021. The Secretary of the Treasury is required to provide guidance to certified volunteer tax preparers, revise intake sheets to include a question about voter registration, and require prominent display of voter registration forms at volunteer sites.
