The section mandates the establishment of a data-sharing partnership between the Department of Veterans Affairs and the Department of Defense, to be stored on an open platform. The data shared by the Department of Defense will include information collected from the Armed Forces, the United States Special Operations Command, and the Long-Term Impact of Military-Relevant Brain Injury Consortium. The Secretary of Veterans Affairs is required to submit reports to Congress every two years detailing the partnership, including new therapies developed and evaluations of the partnership. Research is directed towards assessing clinical and non-clinical interventions for patients with likely low-level repetitive blast injuries, including categorization of military occupational specialties. The Secretary of Veterans Affairs is authorized to contract with the National Academies of Sciences, Engineering, and Medicine to validate brain and mental health biomarkers among veterans. The Secretary must conduct an assessment of translational research studies and submit a report to Congress within 60 days of completion. The Secretary is required to submit reports to Congress at least every two years, including recommendations for administrative and legislative action. The section authorizes appropriations of $5,000,000 annually from fiscal years 2025 through 2030 to carry out the initiative.
