Recommendations for Federal agencies and Congress will be included to address identified vulnerabilities, including improving eligibility determination and enrollment processes. The Comptroller General will rely on existing oversight and audit materials, such as findings from auditors and inspectors general, to conduct the analysis. The Comptroller General may supplement these materials with additional analysis and new audit work if needed.
