The Administrator of the Environmental Protection Agency is prohibited from promulgating or enforcing requirements under the Clean Air Act or other federal laws related to these devices. No person or entity shall be subject to civil or criminal liability for the manufacture, sale, importation, purchase, use, or modification of a motor vehicle or motor vehicle engine lacking emissions control devices or onboard diagnostic systems. Regulations related to the installation, modification, or removal of emissions control devices or onboard diagnostic systems are repealed and have no force or effect. Criminal penalties of imprisonment related to conduct described in this section shall be vacated, and records of related findings shall be expunged.
