This section requires the Federal Communications Commission to promulgate regulations to improve the Lifeline program within 120 days of the Act's enactment. Eligibility for the Lifeline program will be determined using the National Lifeline Eligibility Verifier and the National Lifeline Accountability Database, with no opt-out options based on state systems. Consumers previously determined eligible without using these databases will have their eligibility reexamined using the Verifier and Database. If reexamined and deemed ineligible, a consumer will no longer be eligible for Lifeline assistance. Only U.S. citizens or qualified aliens are eligible for the program. Applicants must provide their Social Security number or a Tribal identifier to be eligible. The Lifeline program is defined as the program outlined in 47 C.F.R. part 54, subpart E. The National Lifeline Accountability Database and Verifier are defined by references to 47 C.F.R. section 54.400. “Qualified alien” is defined as having the meaning in section 431 of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996.
