Members will serve five-year terms, and the President can remove them for neglect of duty or malfeasance. The Safety Board will develop a system to gather information about covered major disasters before voting on whether to investigate. A covered major disaster is defined as either a Stafford Act major disaster declaration or a severe weather event resulting in at least 10 fatalities or 100 injuries. The Safety Board has the authority to investigate entities such as the Army Corps of Engineers, FEMA, and the National Weather Service. The Safety Board must submit preliminary and final reports to Congress and the President regarding its investigations. The Safety Board will publicly report recommendations and their implementation status on a website. The Safety Board will terminate five years after the final member's Senate confirmation.
