The Federal Trade Commission (FTC) is authorized to enforce this section and promulgate regulations related to license plate readability, using its existing authority under the Federal Trade Commission Act. The Act applies to sales and offers for sale made 90 days after its enactment. The Administrator of the Federal Highway Administration is directed to publish advisory guidance on license plate readability, including best practices and information on frames/covers that reduce readability. The Federal Highway Administration will establish a grant program to facilitate the use of information technology systems to identify vehicles that regularly evade tolls. Eligible recipients for the grant program include states, local governments, law enforcement agencies, and toll facility owners. The grant program can fund projects related to technology development, training, data sharing, and other activities enhancing license plate readability enforcement. A total of $10,000,000 is authorized for appropriation each fiscal year from 2027 through 2030 to carry out this Act.
