Fusion centers will be consulted to ensure personnel assignments align with their unique needs. The Secretary must ensure that IOs and IAs do not rotate out of assignments simultaneously to maintain continuous representation at each fusion center. Each assigned IO and IA will report operationally to the I&A Regional Director. The Under Secretary for Intelligence and Analysis must submit a staffing and resource plan within 180 days of enactment. The Secretary must submit reports to Congress detailing progress, challenges, and the impact of decentralization, initially within one year and annually for five years thereafter.
