The report is to be submitted to the House and Senate committees and made publicly available on the General Services Administration website. The section defines 'alternative financing' and 'public-private partnership' to include agreements involving design, build, finance, operate, and maintain responsibilities, as well as ground leases. ’Public building’ is defined as having the meaning given in section 3301 of title 40, United States Code.
