What does UNFAIR OR DECEPTIVE ACTS OR PRACTICES RELATING TO CIRCUMVENTION of Stopping Grinch Bots Act of 2025 do?

This section prohibits circumventing technological controls on internet websites or online services used to enforce purchasing limits or manage inventory. It is unlawful to sell or offer to sell products or services obtained through circumventing these controls, if the seller participated in or controlled the circumvention or knew about it. An exception exists for creating or using software to investigate violations, enforce or defend against claims, or conduct research to improve computer system security. The Federal Trade Commission (FTC) has the authority to enforce this section using the same powers as under the Federal Trade Commission Act. State attorneys general can bring civil actions on behalf of residents who have been harmed by violations of this section. State attorneys general must notify the FTC before initiating a civil action, unless it's not feasible, and the FTC can intervene in these actions. If the FTC initiates an action, state attorneys general cannot bring a separate action against the same defendant for the same violation.
