Priority for technical assistance grants will be given to entities with experience in planning, designing, operating, or managing relevant facilities. Between 3 and 5 percent of funds appropriated for this section will be reserved for technical assistance grants. The Secretary must finalize a rule to carry out this section within 180 days of the Act's enactment and begin providing grants and loans within one year. The Secretary must submit reports to the House and Senate Agriculture Committees every two years, detailing grant and loan amounts, geographic distribution, outcomes, and recommendations.
