What does PROHIBITION OF CERTAIN MINING ACTIVITIES ON DEEP SEABED AND of American Seabed Protection Act do?

This section prohibits the issuance of licenses, permits, or authorizations for exploration or commercial recovery of hard mineral resources on the deep seabed, notwithstanding the Deep Seabed Hard Mineral Resources Act. It also prohibits the issuance of licenses, permits, or authorizations for exploration, development, or production of hardrock minerals on the Outer Continental Shelf, notwithstanding the Outer Continental Shelf Lands Act. Scientific research activities are exempt from these prohibitions. The Secretary of Commerce is directed to commission a study from the National Academies of Science, Engineering, and Medicine regarding the environmental impacts of mining activities on the deep seabed and Outer Continental Shelf within 90 days of enactment. The study will assess impacts on ecosystems, carbon sequestration, marine users, and indigenous communities, as well as explore alternatives to deep seabed mineral use. The study will also quantify greenhouse gas emissions associated with such mining activities.
