This section establishes a framework for federal agencies to create technology and artificial intelligence talent teams to support hiring efforts. Agency talent teams can consist of shared certificate coordinators, recruiters, assessment experts, and other positions supporting AI governance and risk management. These teams are tasked with improving examinations, facilitating job announcements, and sharing certificates of eligibles for technology and AI positions. The Office of Personnel Management (OPM) may establish a Federal technology and artificial intelligence talent team to support agencies in pooled hiring and training. Agencies can develop and share technical assessments for technology and AI positions, with OPM establishing an online platform for this purpose. Technical assessments must be based on job analyses and may include structured interviews, work-related exercises, and external industry assessments. The definition of 'examination' includes resume reviews informed by subject matter experts and, after five years from enactment, generally prohibits relying solely on self-assessments from automated examinations. Agency Chief Human Capital Officers can waive the self-assessment requirement under certain conditions, subject to OPM review and public posting.
