This section amends the Homeland Security Act of 2002 to establish the Law Enforcement Mental Health and Wellness Program within the Department of Homeland Security. The Program aims to provide a comprehensive approach to address the mental health and wellness of Department law enforcement officers and agents. The Secretary is required to establish policies and standard operating procedures for the Program, consistent with evidence-based practices. The Program will conduct data collection and research on mental health, suicides, and attempted suicides of Department law enforcement officers and agents. It will also evaluate current mental health and resiliency programs within Department components and promote education and training related to mental health. A Peer-to-Peer Support Program Advisory Council will be established to evaluate peer support programs and identify potential deficiencies. The Program must assist Department components in developing support and training for families of law enforcement officers and agents, including surviving families. The Chief Medical Officer must issue a directive outlining the Program’s roles and responsibilities within 180 days of enactment. Department components are required to prioritize and improve mental health and wellness programs, reduce stigma, and offer various avenues of assistance. The Workplace Health and Wellness Coordinator will assess the effectiveness of law enforcement health and wellness programs through annual confidential surveys.
