What does PROHIBITION ON ACCOUNTS AND PROFILES FOR MINORS. of RESET Act do?

This section prohibits covered platforms from allowing individuals to create or maintain accounts if the platform knows the individual is a minor. Covered platforms must identify and terminate accounts of minors within specified timeframes: 60 days for identification, 180 days for notification, and 30 days after notification for termination. Upon termination, platforms must delete personal data collected from the minor, with a limited window (90 days) for the minor to request and receive a copy of their data in a readable and machine-readable format. Violations of this section are treated as violations of unfair or deceptive acts or practices under the Federal Trade Commission Act. State attorneys general can bring civil actions on behalf of residents if they believe a state interest has been threatened by a violation of this section. If the Federal Trade Commission initiates an action, states cannot bring parallel actions against the same defendant for the same violation. This section does not preempt state laws unrelated to the provisions of this section. The effective date of this section is one year after enactment.
