What does AMENDMENTS TO THE FOOD AND NUTRITION ACT OF 2008. of FAIR Act do?

This section amends the Food and Nutrition Act of 2008 to require photographic identification on Electronic Benefit Transfer (EBT) cards. EBT cards issued to households or individuals must include a photographic image of the authorized cardholder, taken within the previous ten years (or five years for minors). Individuals are required to redeem EBT benefits using a card bearing their name and photograph. State agencies may issue individual EBT cards to multiple household members. The Secretary must establish procedures for reasonable accommodations to allow caregivers to access benefits on behalf of recipients. Retailers are required to verify the photograph on an EBT card for every customer using the card to ensure the purchaser is entitled to benefits. The Secretary is directed to make conforming changes to the Code of Federal Regulations within 18 months of the Act's enactment. The Act and its amendments will take effect 18 months after the date of enactment.
