The definition of 'kinship caregiver' is established as a relative of a child who is the child's primary caregiver due to the biological or adoptive parent's inability or unwillingness to serve as the primary caregiver. The definition of 'kinship care family' is established as a family with a kinship caregiver. The Act authorizes $255,000,000 for each of fiscal years 2028 through 2033 for these purposes. Up to 1 percent of the grant amount for each fiscal year will be made available to carry out subsection (b)(4)(F).
