Detention centers must provide detainees access to forms for requesting constituent services (Department's Privacy Waiver Authorizing Disclosure to a Third Party, ICE Form 60-001, and a Congressional Privacy Release Form) upon written request, including in the detainee's language. Detention centers are required to provide detainees with the ICE National Detainee Handbook and a facility-specific handbook, both available in the detainee’s language or orally interpreted. Detention centers must notify congressional offices within seven days of a detainee's request for constituent services. Detainees are permitted to use computers, email, printing, and writing materials to communicate with their congressional office. If a detention center fails to provide requested services within 30 days, detainees or third parties can file a complaint or bring a civil action. The Secretary of Homeland Security must issue regulations to implement these changes and provide notice to detention centers.
