Expenditures and obligations made under this section will be charged to the applicable appropriation when a regular appropriation bill becomes law. If funds are insufficient, the Administrator must prioritize paying compensation for Air Traffic Organization employees. This section does not apply if another law provides funding or if using the fund would reduce its balance below $1 billion.
