Projects must prioritize risk management benefits associated with drought, wildfire, and flooding, and include partners with demonstrated capacity or those serving disadvantaged communities. Projects on adjacent land require express support and willing partnership from the adjacent land owner. The Secretary is directed to facilitate a leadership role for non-Federal partners in assessments, planning, project design, and implementation. Existing watershed plans can be used as the basis for water source management plans. Non-Federal partners must contribute at least 20 percent of the project costs, with a potential waiver by the Secretary. Funding for the program is increased to $30,000,000 for each of fiscal years 2025 through 2033, with 10 percent set aside for non-Federal partner technical assistance and capacity-building.
