This section amends the Omnibus Crime Control and Safe Streets Act of 1968 to establish requirements for trauma kits purchased with federal funds. A 'trauma kit' is defined as a first aid response kit including a bleeding control kit for life-threatening hemorrhage. Grantees may only purchase trauma kits meeting performance standards established by the Director of the Bureau of Justice Assistance (BJA). Grantees are permitted to separately acquire components and assemble trauma kits that meet the established standards. The BJA Director must develop and publish performance standards for trauma kits within 180 days of the subsection's enactment. The BJA Director must also develop and publish optional best practices for law enforcement agencies regarding training, deployment, and maintenance of trauma kits. Required components of a trauma kit include a tourniquet recommended by the Committee on Tactical Combat Casualty Care, a bleeding control bandage, gloves, scissors, and instructional documents. The instructional documents must be developed by entities such as the Department of Homeland Security, the American College of Surgeons Committee on Trauma, or the American Red Cross.
